Fleet & Vehicle Compliance Program Manager

We are looking for a structured, execution-focused Fleet & Vehicle Compliance Program Manager to help scale Bolt’s Rides business by building and rolling out fleet and vehicle compliance frameworks across 50+ markets. This role combines strong program management with hands-on operational delivery to move markets from non-compliance to compliance while keeping operations efficient and enabling sustainable growth.Location: Tallinn, Estonia

About the role

You will own global programs focused on vehicle and fleet compliance - building scalable frameworks, running clean-up initiatives, and driving country-by-country rollouts. You’ll work cross-functionally with Legal, Policy, Privacy, Product & Engineering, and local operations to ensure solutions are adopted and deliver measurable compliance improvements.

Main tasks and responsibilities:

Lead global fleet & vehicle compliance programs, improving compliance rates through scalable frameworks and strong market adoption.
Build and run program roadmaps tied to KPIs (Vehicle/Fleet Compliance Rate, Data Integrity, Standard Process Adoption), including milestones, owners, and risks.
Design and execute clean-up initiatives and standardize processes/playbooks to reduce non-standard procedures.
Translate compliance requirements into tooling/workflow needs and partner with Product/Engineering to operationalize them at scale.
Drive market implementation and change management (enablement, adoption tracking, handling deviations/exceptions).
Coordinate cross-functionally and report progress to leadership, unblock issues, and support audits/assurance when needed.

About you:

5+ years in program/project management delivering complex operational programs end-to-end.
Proven experience in high-volume operational environments (rollouts, clean-ups, process implementation).
Strong stakeholder management and ability to influence without authority; comfortable balancing risk vs growth.
Experience turning requirements into scalable processes and tooling/workflows (partnering with Product/Eng is a plus).
Data-driven and analytical, with strong Excel and KPI-based performance management skills.

Experience is great, but what we really look for is drive, intelligence, and integrity. So even if you don’t tick every box, please consider applying!
